We will pay the successful candidate(s) $95 per hour for an independent sub-contractor or a salary of $165,000 per annum plus benefits as a contract employee.

Project Overview:
The Government of Alberta has content managed across a variety of lines of business using various platforms and methods.
This Content Management Initiative (CMI) transforms record-keeping in GoA, moving from subject-based to functional GoA-wide retention schedules and providing self-service records classification in the government-wide enterprise content management solution leveraging SharePoint Online (SPO). The initiative includes the completion of content inventories across all GoA program areas, a functional classification taxonomy, modern functional retention and disposition schedules, content migration to SPO and finally, clean-up of content.
CMI will synchronize the Content Inventory, Functional Classification Taxonomy (FCT), Schedule Modernization, and Content Migration projects.
The Content Inventory project involves business analysis across all lines of government business, with concentrated engagement of each business area, to deliver a comprehensive inventory of content and work processes. The FCT project supports the change from subject-based to function-based classification. The Schedule Modernization project will improve the process that produces approved retention schedules on an agile schedule and will transform record-keeping across the GoA from subject-based to function-based. The Content Migration project will apply SPO metadata labels (e.g. function and retention) to active content that has been inventoried, functionally classified, and has been associated to an approved retention schedule.
DETAILS ON THE ROLE:
The initiative requires a seasoned manager with experience managing projects and a portfolio of projects to lead the planning and coordination of delivery between the initiative's component projects. Managing the initiative from the analysis phase through to the implementation phase, the manager will ensure project plans and associated materials (e.g. integrated work/delivery schedules) are in place for all projects. The manager will also ensure change and communications plans are implemented and managed for the initiative and projects, along with all appropriate project and initiative management materials and processes. The manager will also project manage the constituent projects in CMI, building and operating a governance framework to connect CMI work with dependent work, remove barriers, and ensure clear decision-making.
Handoff and engagement between projects must be planned and managed in detail to ensure synchronization and adjustment of activities to deliver the initiative and project objectives. Bringing all CMI teams to the same level of readiness to ensure ongoing synchronization of deliverables is the initial, and a primary, responsibility. This includes obtaining approval for draft plans for the initiative and projects, and extends to ensuring all necessary controls and materials are in place for the initiative and projects.
Early targets will be confirmed through detailed project and initiative planning and execution/delivery.
Change management and communications will also be managed by the Manager.
Application of Records and Information Management concepts such as retention and disposition scheduling will be required to ensure an end-to-end, client-centric lifecycle view is consistently represented.
The Initiative Manager will review and apply departmental and corporate policies, business rules, data requirements and supporting system processes to ensure objectives and timelines align with GoA goals and objectives.
The Initiative Manager will also provide recommendations, including details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences, and the methodology to be applied.
CMI success is highly dependent on effective communication with executive decision-makers, requiring fluency with multiple methods and tools.
M365 tools, particularly SharePoint and Teams, will be used to plan, guide, and report on work.
Consistent application of records management best practices must be applied to initiative and project materials.
Description of Services:
Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
- Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries' enterprise architecture.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
- Manage multiple projects, project resources and project governance.
- Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project's objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Provide leadership and assistance to business and project teams that require change management and communication support.
- Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
